AHSA Strategy 2024/2025

The potential of the Mira Irrigation District and the challenges it faces have led AHSA to set clear and comprehensive strategic objectives. These are based on three key pillars: Economy and Governance, People and the Environment, in line with the United Nations Sustainable Development Goals (SDGs) and the ESG principles that guide the future of businesses.

Economy and Governance

Although only half of the PRM area is actually irrigated and 40% of the water is lost, agriculture accounts for 60% of the region’s added value. The 6,000 to 7,000 hectares of irrigated land contribute 15% of the fruit, vegetables and flowers exported by Portugal.

The strategy involves:

  • Modernising the irrigation network
  • Expanding the pressurised area
  • Securing new water sources (Alqueva, desalination)
  • Making better use of groundwater

Governance of the region is equally critical. AHSA will continue to highlight administrative bottlenecks and propose alternative solutions. Clear communication will be essential to combat prejudice and reinforce the role of agriculture.

People

Economic growth has led to a significant increase in population, particularly among the migrant population, which accounts for over 35% of the total. The integration of this community is vital for social cohesion.

Strategic priorities:

  • Legislation for temporary urban collective accommodation
  • Permanent housing in urban areas
  • Strengthening of public services: health, education, transport, sanitation
  • Active role for AHSA as a facilitator of assessments and decision-making
  • Transport as a strategic pillar for well-being and business efficiency

Environment

The region’s diversity stems from its natural landscape, the presence of the Natural Park, and the variety of businesses and cultures. AHSA is committed to raising environmental awareness among economic operators.

The environmental strategy includes:

  • Communication forums between businesses
  • Engagement with academia
  • Active engagement with public authorities and bodies
  • Combating environmental fundamentalism, whilst championing a balance between development and sustainability
